I've been changing BIOS settings with the DCCU or CCTK to dell optiplex 980 and 990. My EXE runs manually without a problem, but when I try to push the application by package, it errors out stating that SCE encountered a problem and had to close. ( if the user who are logged is not an administrator )
If I'm logged onto a system as a local admin, I can run the program without problems, but it does not run for non-admin users. If I'm logged on as a non admin and try to Run As an admin, I get the SCE error. So, apparently, i can't do a run as of SCE in WinXP.

We've encountered a problem with CCTK as well trying to exceute it via LANDdesk. Also CCTK seems to not like "RunAs".
Very simple question for you though, what is "SCE"? Its probably a dumb question, but i just want to make sure we are not overlooking/misinterpreting something here.
Our intention at this point is to contact Dell and find out what is wrong with their software, that it should not work when trying to do a "RunAs" against it. We don't believe this is a LANDesk problem at all.
Nevermind on the question of what SCE is. I see it now in Dell's doc on CCTK.
We've managed to get CCTK working now with LANDesk, but not using the SCE method. The SCE method seems majorly flawed, but using the method involving an .cctk file or .ini file where the CCTK.exe app is called directly works fine. The key is to install the HAPI driver bit first, then execute the CCTK.exe. Afterwards one can uninstall the HAPI bit as a clean up step.
