In 9 the Make Availabe to Client is under Tools > Reporting / Monitoring > Manage Software List

I am having the same issue.
I checked the .template file and it is correct with the 3.0/1.02. I did not have to change it. I have also clicked the Make Available to Clients button, reran an inventory scan and I still get the same error. It appears that all my clients have stopped running SW scans.
I am running 9.0 SP3.

Call support. A couple files are corrupt and need to be deleted and recreated.
Unfortunately I don't remember which ones they were and I (of course) forgot to note them.
